Th e other serious weakness is that, as an investment, the present educational system serves
private mor e than social goals. Wherea s the first weakness concerns inequalities in educational
opportunities, the second relates to national educational policy which at present is not geared to the
proper development and training of national huma n resources. While university-oriented preparation
is adequately provided by state services, true vocational training has not been given sufficient em -
phasis as an educational priority. This situation results in the following general consequences:
