An Assistant Secretary is a junior directorate facilitating the work of the senior secretaries and is the subject officer for a specific policy domain among bureaux and departments. The position of Assistant Secretary belongs to the Administrative Officer Grade in the Hong Kong Civil Service originated from the colonial times since 1862, being a cadet of multi-disciplined professional city administrators. Secretaries of the Administrative Officer Grade are posted around a wide variety of posts in bureau and departments at regular intervals. On average, there will be a change of postings in every two to three years. When posted to overseas offices, an Assistant Secretary carries the title of Deputy Director-General.
