Last year we budgeted $40,000 in capital funds in the FY15-16 Budget as a part of our scheduled replacement strategy for the purchase of new computers.
With the New World Systems (NWS) project currently underway several computer maintenance items needed to be completed prior to the NWS Software being loaded onto the computers. The largest item is the transition from the operating system of Windows XP to Windows 7 or Windows 8.
While changing the operating system of all the dispatch CAD computers in not necessarily a complicated process, there have been certain issues identified with being able to change the operating system on the CAD computers with the current MSP version of NWS. Should we update the computers with the new operating system on the current version of NWS, we run the risk of losing some important functionality for the dispatchers. This risk is the reason we have not updated the operating system on the CAD computers to date.
Additionally, we have identified several conflicts with other applications we are currently running to obtain multiple monitors and certain video/graphic specifications needed for mapping functionality which is also required functionality for the dispatchers.
After many lengthy discussions with Scott County IT and NWS we believe it makes most sense to begin the process of purchasing new CAD computers prior to the final implementation of NWS on the dispatch floor. In doing this we would have the ability to obtain new computers with the proper specifications needed to run NWS ECAD and all of our additional software on the correct operating system.
Upon receipt of the new computers, the NWS ECAD Software along with all necessary dispatch applications would be installed and configured on these computers. The new computers would then be utilized to assist in the build-out of the new ECAD System as well as to allow testing of the new system without interrupting the current work flow of the dispatchers.
Once the testing is completed the dispatchers will be able to train on those computers with the new ECAD Software and accompanying dispatch applications in a fully functional training environment which they will be ultimately utilizing after final implementation of the NWS project. At the conclusion of training, the final implementation will begin by methodically switching out the current dispatch computers with the new fully functional and ECAD System ready dispatch computers.
With this in mind and with the assistance of Scott County’s Information Technology Department, SECC is in the process of soliciting quotes for forty (40) new computers with the required specifications for the purpose of installing the NWS ECAD software. Once we receive the quotes and analyze the submittals we will present those along with our recommendation to the Board for final approval of the award.
The attached Resolution outlines the maximum financial obligation needed in approving this proposal. It is my hope the Board will approve this resolution during the Board Meeting.
