These are all new developments in Judah, though his seeking help from Syrian deities is particularly futile. Just as Amaziah’s downfall had come about because he worshipped the gods of defeated enemies who could not save, so Ahaz suffers the same fate for worshipping his victors’ gods. Because Ahaz consistently failed to recognize that his defeat was due to the Lord his God (v.5) rather than Syrians’ gods, God overthrew him and his people. Downfall is the same word as “overthrew” in 25:8, illustrating again that those who will ultimately be brought down.
