It's debatable, but the problems could include having the gear leak back out, and also if you don't get it ALL THE WAY into the deep muscle tissue, it can wind up between the muscle sheath and the muscle, or worse ontop of the muscle sheath and in the fat pad. If that happens, it will not absorb the same, and will often cause a lump and be sore. Sub-Q (fat layer) injections are suitable for HGH, HCG, and some other water-suspended injections. Why risk it? The stuff is costly, and our work and dedication is not easy. Just go 1.5" unless you're ultra-lean, and even then I'd use a 1.5. Also, 25g for an oil-suspension is too fine, IMHO. I go a minimum of 22, and up to a 19 routinely. As far as hitting bone, I've never done that, and I even use 1.5 in delts, although 1" is fine for delts unless the person is quite fat.
