Appendix Three – TPQI occupational standards development Terms of Reference
The process for developing competency-based occupational standards and professional qualifications is stated in the Terms of Reference. This is an important part the contract signed between TPQI and consultants.
The Terms of Reference state that:
• The consultant who signs the contract with TPQI for developing competency-based occupational standards project shall act as facilitators and organisers
• A working group comprising experts from the occupational sector shall be established
• Roles and responsibilities of the working group are to provide technical information on competencies required for their occupation
• The working group shall establish the assessment process and methodology and the contents of the assessment tools
• The working group shall develop the assessment tools which may include multiple choice, technical interview, or practical assessment, and workplace assessment as appropriate for competency assessment for specific occupations
• The developed assessment tools shall be trialled for least three levels of qualifications with at least ten trial assessees for each level of qualification
• Comments, feedback and recommendations obtained from the assessors and assessees while conducting the trialled assessments shall be incorporated into the developed assessment tools
• The revised version of assessment tools shall be tabled at a workshop for further consultation with the wider group of national level stakeholders of at least fifty people
• The assessment tools may be further revised based on the recommendations and comments from the wider group consultation
• The revised assessment tools shall be tabled at the endorsement committee for comments, recommendations and approval.
