“Time” was a factor that was mentioned at all six HEIs, but it means different things: (1) It means the actual time they have for research, the number of hours per week or per year that they have on their work plan (2) it means “making time” by clearing away other tasks and creating space for research, and (3) research time also means “time that is spent doing other things” than what that resource is intended for. The common narrative across institutions is that with too little time provided, it is more difficult to make time, and the time allotted tends to be used for other purposes.
