regulations, designs, or decisions. Most of the current risk assessments focus on specific aspects of a collision or grounding event. Comprehensive accident models that combine the likelihood of being in an incident and the undesirable consequences to life, property and the environment are still limited (ISSC [4]). A few studies relevant to such accident models are Pedersen [19], Amdahl and Hellan [20], and Friis-Hansen et al. [18]. In addition, the innovative design of crashworthy structures, onboard space arrangement regulations and requirements are essentially needed.
