Numerous criticisms have been made of tenure laws. These include the harmful effect of the incompetent incompetent tenured teacher on the growth and development of pupils, the negative impact of the incompetent tenured teacher on total staff effectiveness, and impediments to system mission achievement created by tenure malfunction. The assault on tenure has been linked to the accountability movement, based on the hypothesis that tenure and accountability are incompatible. Critics of tenure view it as the "fool's fortress," irrevocable retention, leading to more complacency, having no contemporary relevance, and no counterpart in other professions.
