The Lincoln Square Special Zoning District which was the second of the incentive districts and was passed directly following the Theater district contained the first language that specified a range of mandated or optional improvements in advance of any decision to build Its purpose was to regulate the development of the Lincoln Center for the Performing Arts. One of the subsidiary purposes of Lincoln Center had been to stimulate private real estate development but there was no master plan for this development much less any means of seeing that a plan was followed.
