Although the work of Goldman and Kahnweiler (2000) examined administrators in nonprofit sectors, we can follow their logic in stating another hypothesis, combined with the findings of Wolf (2006) and Abrahamson and Fombrun (1992, 1994). That is to say, city mayors with past business experiences, who have gained experiences in building collaborations, are more likely to support collaboration when they come to manage local government offices. Therefore, we offer the following hypothesis:
