Affixing Seals
Shipments containing in-bond freight must be handled with the strictest security measures. All shipments containing any in-bond freight must be sealed with a C-TPAT compliant seal as this seal secures the shipment against tampering.
Transfer and Acquisition of C-TPAT Compliant, High Security Seals
High security seals are initially ordered, logged, and maintained by the ProTrans Corporate Security Officer or his or her representative. Whenever a ProTrans facility needs additional seals, its facility manager should contact the ProTrans Corporate Security Officer to arrange the transfer of those seals. Any transfer of requested seals will be recorded on the Corporate C-TPAT Seal Inventory Log (click here to view a sample of that form). Once your facility has received seals from the ProTrans corporate site, that transfer must be recorded on your facility's site-specific C-TPAT Seal Inventory Log (click here to view a sample of that form). At the end of each calendar month, seal inventories must be reconciled against each location’s inventory log. In the event of a discrepancy, the facility manager must immediately notify the ProTrans Corporate Security Officer or his or her representative. If C-TPAT compliant seals are found to be missing, these missing seals must be communicated to the United States Customs and Border Protection agency and the ProTrans Corporate Security Officer by the facility manager.
High security seals at all locations must be kept in a locked device or location. Only as seals are needed will they be removed from inventory in preparation to be affixed to a container or trailer. Only authorized personnel are allowed to distribute and affix seals. If you are unsure if you are authorized to handle C-TPAT compliant seals, contact your supervisor or facility manager.
Affixing a Seal
Each facility manager must create a list of individuals that have the authority to act in his/her behalf in managing or performing actions related to high security seals. This list must be limited to only those individuals absolutely necessary. These actions include retrieving secured seals from storage, documenting the inventory log, and affixing the seal.
ProTrans has written procedures in place to stipulate how high security seals are to be controlled and affixed at each facility. To affix a high security seal to a container or trailer, use the following guidelines:
ProTrans seal affixing processes outline that only authorized personnel are allowed to distribute and affix seals. Unauthorized personnel may never handle C-TPAT compliant, high security seals.
All seals must meet or exceed the current PAS/ISO 17712 standards for high security seals. Use only those seals sent to you from Protrans Corporate.
Seals should be affixed to the right door of the trailer on the hasp that has the welded rivet.
After the seal is affixed, an authorized person should pull down on the seal to ensure that it is properly affixed.
