Special education is embroiled in a time of change and reform that is an outgrowth of more than two decades of struggling with the implications of the original mainstreaming legislation. A strong voice from within the special education community is calling for total inclusion of students with disabilities, in the form of a merger of general and special education (Biklen, Ferguson, & Ford, 1989; Lipsky & Gartner, 1989), and general education is taking up this call as well (National Association of State Boards of Education, 1992).
