In the 1960s Chiang Mai became a tourist center, with the various cultures of the highland people being a major tourist attraction. The Chiang Mai Culture Center was established in the year 1970, followed by the Night Bazaar (Prasit Leephrecha, Kwancheewan Bua-dang and Panadda Bunyasaranai 2003). Both places are well known for cultural performances and sales of ethnic handicrafts. They are situated near the three communities. By the year 1992, highland people who had migrated to work in the city were moving into the area, particularly in Hua Fai and Kamphaeng Ngam. According to a survey made by a group of architects called “Community Architects for Shelter and Environment” (CASE), in 1998 there were 107 households of highland people in Hua Fai (including Kamphaeng Ngam). The Lisu, Akha and Lahu ethnic group (Prasit Leephrecha, Kwancheewan Bua-dang and Panadda Bunyasaranai 2003).
