L: That it has an action plan that is being delivered within set timeframes and that it
has become a working action plan . . . The regional agencies are definitely talking
about worklessness and health, but they haven’t committed themselves to deliver the
strategy’s action plan . . . The strategy had a strong element of being driven upwards
from proactive individuals within partner organizations. However, this didn’t lend it
the same weight at a regional level as top-down priorities. Reflecting on the process,
this is a fundamental issue in how we are able to push forward agendas that emerge in
a more bottom-up way – because funding streams appear to be attached only to
top-down deliverables, giving little room for innovation and influence.
