SERVICE LEVEL AGREEMENT
(Key Performance Indicator)
1. INTRODUCTION
1.1 The objectives of the Key Performance Indicators (KPIs) are to:
1.1.1 Monitor, measure, assess and provide visibility to the MRTA of the degree to which the Concessionaire is fulfilling its obligations under this Agreement, particularly as regards the provision of Train Services and the operation and maintenance of the Concession Assets; and
1.1.2 The Concessionaire must take all steps reasonably necessary to achieve continuous practicable improvements in the quality and reliability with which it provides the Services and undertakes its obligations under this Agreement. In each plan, The Concessionaire must identify programs and initiatives which it will undertake to achieve such improvements, linked, where appropriate, to specific targets and performance measures.
2 Services Levels
2.1 General Considerations
2.1.1 The Services agreement between the Concessionaire and the MRTA includes service performance targets that are intended to represent the service quality levels which are to be achieved by the Concessionaire, if this is maintained in accordance with the Agreement and operated in accordance with the System Operating Plan, the Operating Rules and Procedures and equipment operating manuals using properly trained and supervised personnel.
2.1.2 The Concessionaire shall demonstrate through the results of the Integrated System Testing and Trial Running period prior to the commencement of revenue service that the Purple Line Railway System has been designed and built in accordance with the Agreement.
2.1.3 The Concessionaire shall report monthly, quarterly and yearly based on detailed fault reports and maintenance records on the achievement or otherwise of the performance targets with respect to system and sub-system availability.
2.1.4 The Concessionaire shall report monthly, quarterly and yearly based on detailed incident reports and operating records on the achievement or otherwise of service quality levels including operating and maintenance cost with respect to provision of services to the travelling public.
2.1.5 In the event that there is any discrepancy or disagreement in terms of responsibility for any negative impact on service quality, the Concessionaire shall provide all necessary information to MRTA to evaluate.
2.1.6 The reports on Train Service Availability and Train Service Punctuality shall be submitted weekly for review by the MRTA.
