Section 4.23 Security Training and Threat Awareness
A threat awareness program should be established and maintained by security personnel to recognize and foster awareness of the threat posed by terrorists at each point in the supply chain. Employees must be made aware of the procedures the company has in place to address a situation and how to report it. Additional training should be provided to employees in the shipping and receiving areas, as well as those receiving and opening mail.
Additionally, specific training should be offered to assist employees in maintaining cargo integrity, recognizing internal conspiracies, and protecting access controls. These programs should offer incentives for active employee participation.
All employees, including long-term temporary staff are provided with training on policies and procedures relating to C-TPAT, personnel security, and other specialized topics.
Sojitz Corporation of America educates employees on the following topics using a variety of resources, such as the Internet, security manuals, email briefings, classroom instruction, web-based classes, orientations, and posters. The Human Resources Department instructs new hires on the requirement to complete a list of on-line training programs within a specified time period, including C-TPAT training. Training sessions are documented for compliance purposes.

In the event of a threat or disaster, it is important that the situation be handled in a calm and orderly manner to minimize confusion, chaos, and injury. SCA also provides employees with procedures for responding to threats and disasters such as bomb threats, environmental disasters, fires, flooding, theft, etc. These procedures cannot cover every possible situation that might occur, however, training and awareness of the procedures can reduce the number of injuries or death if put into action as soon as a situation develops.
