There were no substantial differences in income levels between intervention and control communities; about 43% in both groups reported household incomes less than $20,000. However, despite efforts to ensure comparable race/ethnic distributions in intervention and control communities based on the characteristics of persons attending the clinics, the actual distribution proved to be unbalanced, with more blacks in the intervention group and more Latinas and Chinese among controls. In addition, there were fewer women in the control group who had completed high school, spokeEnglish, and had some form of insurance (Table 1).
