Not all foundations perform as transnational actor, but a number of United States an European foundations carry on overseas programs that have substantial impact on world politics. Two United States foundations stand out in international programming. These are the Ford Foundation and the Rockefeller Foundation. Both have assets in the billions of dollars and annually allocate funds for all purposes in the hundreds of millions. The Ford Foundation has assets nearly three time those of the Rockefeller Foundation, but allocates a smaller percentage of funds to international projects. In 1986 the Rockefeller Foundation adopted a policy that would double its amount previously spent on third-world projects.
