The difference between primary and secondary audience is quite easy to understand. A primary audience is the main target audience, based on research, you will want to reach with your webpage. They will be the people who are most interested or could benefit from your information or services. The secondary target audience are the people who main be interested in not all, but some of the aspects of your site. They are also people who may have common interests as the primary audience but their location may be different, or they could be looking for more specific information. An example of a primary target audience are beginningers in photography for a web site about tips and tutorials of digital photography. A secondary target audience for that web site may be people who own Nikon digital cameras. So to satisfy both of the target audiences there should be a majority of information on how to get started with photography, and other tips. Also, to satisfy the needs of the secondary audience there should be sections containing information about the different kinds of cameras and how to use them, such as Nikon and Canon. That way both parties are satisfied and have a sufficient amount of information.
