The objective of this special lecture was to inform OHEC and to acknowledge the progress of the concept to develop science, technology, and innovation according to the government's policies for the leap national reform. The goal of the leap national reform is to move Thailand out of the “Middle Income" or developing country status. The country is changing from an agricultural-based income to a country that earns most income from industries and export. Therefore, it is necessary to reform science, technology, innovation, and concepts in structural reform. There must also be mechanisms and measures in place to support the reform. Moreover, higher education should participate in developing knowledge and research in science, technology, and innovation for mobilizing the country and strengthening its competitive competency.
