The episode occurred again for the second time 6 years later in August of 1998. This time it was due to improper operation of the power plant in conjunction with overnight heavy precipitation causing limited dispersion of SO2 in the atmosphere. The FGD of one 300 MW generating unit was shut down for repair but the power plant still continued to operate that generating unit without FGD in operation. The maximum hourly SO2 concentration of 2,308 g/m3 was observed in the late morning of the following day as shown in Figure 2. Impacts to human health, crops and livestock were observed in the areas adjacent to the power plant again. The power plant paid more than 30 million bahts of compensation to the local people.
