Risk ¼ Accident Occurrence Frequency ðF Þ
Severity ðSÞ
On the basis of the literatures, the severity of accident is
designed to be composed by: (i) Mandays lost indicators,
(ii) fracture or amputation indicators and (iii) compensation
indicators. These three indicators need to be cumulated
for getting the severity of accidents. However, these
indicators are totally different from each other, such as they
have different units and different calculation methods. The
problem of how to unify the three indicators are solved by
adopting the method used in Larsson and Field’s study
(Larsson and Field 2002a,b). The three indicators are unified
by defining population average values in each indicator
to be ‘1’ and population averages of the three indicators
should be three. For the detail assessment criteria and
methods are shown in Tables 3 and 4.
