1. Stage 1 – Initiation. It is characterized by management by the business owner, with core
portfolio of programs, and limited administration of wages and benefits, maintenance of
records and documents, hiring of qualified personnel to perform routine just ran and
ignoring the influence of internal and external environment in business.
2. Stage 2 – Functional growth. At this stage the management is conscious of his role, but is
not integrated and engaged in business management. It presents several practices to
meet the organizational needs, such as training, compensation, benefits, review of basic
processes such as automation of payroll, with great emphasis on the role of functional
specialists who are aware of the external environment and culture of the organization but
not incorporate environmental issues to functional activities.
3. Stage 3 – Controlled growth. The orientation of the business is for control, performance
measures and targets, through programs of management control, budgeting and
investment analysis; increases professionalism in the civil and managerial skills, so that
