Findings from the three sources of data revealed that the NSSF
voluntary health insurance policy was a quick political decision
made by policymakers at the level of the government. The government
insisted on passing the decree regardless of the reservations
of the Ministry of Finance and the NSSF that warned the
government that this policy was at risk of financial bankruptcy
particularly because it lacked social solidarity, whereby the young
and healthy bear the cost of the elderly and sick.
