The legitimate system has to ensure that the operational activities of an organisation are conducted in the most efficient manner possible. It also has to ensure that the effectives will produce an effective outcome — an outcome that Will be attractive to its customers. To make such judgements the legitimate system relies on standards — some overt, others covert. Some of the covert standards are preserved in the organisational culture, are often subjective in nature and subject to the whims of key or powerful people. To offset this sometimes insidious influence, the legitimate system must have a healthy strategic planning process to provide a more objective standard.
