On 15 June a was submitted by PDP to amend the 1952 Emergency Situation Administration Act, to eliminate the power of the Capital Security Command director and the Interior Minister during a declared state of emergency. Under the Act, only those two people were empowered to take action under emergency conditions. The bill sought to place such responsibility in the hands of the prime minister. Democrat members sought to have the responsibility spread to the entire cabinet. Others called for the complete disbanding of the Capital Security Command
