From my understanding, there are two positions: IT Manager and SAP Personnel. Therefore, I delegated the system admin work mainly to the manager because I think the manager should be responsible of all IT-related issues beyond SAP Business One (SBO). Even though the manager will still be expected to know SBO, the main person who would take care of SBO will be the SAP Personnel.
It seems that you want to have the IT Manager be in charge of SBO and then have a separate admin. This is ok as long as the manager is able to do SBO and also oversee the whole system.
Regardless, I do think these responsibilities should belong to the IT Manager:
• Recommends networking, software, and hardware enhancements to improve efficiency, processes, and/or processing times.
• Maintains quality service by establishing and enforcing organization standards.
• Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices; participating in professional societies.
