In the following discussion, academic freedom refers to the extent to which professional personnel are able to exercise intellectual independence and encourage it in the classroom. As such it is not to be considered a special kind of privilege for the educator but a condition essential to free inquiry for the student and the teacher, which is basic to freedom of learning. Tenure is construed to mean the right to protection against arbitrary or capricious reasons. Conditions of tenure do not carry with them the right to unbridled behavior within or outside the classroom. Tenure does not translate into sinecure or unlimited security.
