SCF guarantees that an unmatched IM can send one cell to
each unmatched OM; however, it may be inefficient in two
situations. First, the additional feasible connections other
than the static ones will be wasted, e.g., the bold lines
labeled as 5 and 6 in Fig. 9. Second, if the predefined
VOMQs do not have cells to send, their connections will be
wasted. For example, in Fig. 9, if VOMQ1;1 is empty, its connection
to OM1, i.e., path 1, will be wasted.
