Koya (2010) , in her chapter on Fiji, reported that its citizenship education is strongly influenced by New Zealand and the United Nations Development Programme (UNDP), with whom the Fiji government has a bilateral agreement to develop a school-based civic education programme for Fiji. The development of democratic principles is regarded as the core of citizenship education, including civic pride, compassion, creativity, cultural understanding, empathy and tolerance, environmental sustainability, faith, honesty, fairness and respect for truth and justice, human rights, human dignity and responsibility , integrity, lifelong learning, peace and prosperity , and safety and security for all citizens. With regard to preferred pedagogical approaches, the survey Koya administered found that Fiji teachers prefer an integrative approach, teaching civics across the curriculum. The pedagogical approach adopted would emphasise student motivation, community projects, and case studies. Teachers, however, are regarded as role models, and students are expected to learn civics in daily life.
