5 Planning and operative maintenance
Based on the principle that "a good recipe is a precursor for a
good meal," the Project Team identified that the maintenance
template definition was one of the most intelligent and innovative
parts of the solution. In effect, it defines the maintenance
and commissioning strategy of a company. The maintenance
and commissioning strategy can take into account
IEC®, DIN®, ANSI® and other applicable standards, company regulations, as well as operational recommendations and
user experience.
The template mechanism shown below, which is understood
to be a unique treatment, allows standardization of the maintenance
or commissioning activities. More importantly, the
templates answer not only the standard questions of
"WHAT?" needs to be tested and "WHEN?" the testing needs
to be undertaken, but most importantly the fundamental question:
"HOW IS THE MAINTENANCE WORK CARRIED
OUT? ". At the same time, the system identified by the Project
Team offers a complete work package with test templates,
tables for results, check buttons and automatic reporting.
This was seen as being a major advantage, both in the
case of technical effectiveness in addition to operational efficiency.
In short, it would allow the test engineer to focus on
the main, value-adding technical activities rather than diluting
efforts through high levels of operational administration.
In case of Elektro Ljubljana's operations, the maintenance
actions depend on protection function and relay generation.
For example, numerical multifunctional protection devices
have unique maintenance actions no matter of the producer or
type of device.
The maintenance action is defined by following tasks:
- Manual input of data (operation measurements at points of
remote control);
- Preparation of testing equipment (reading of current setting
file from protection device, comparing this file with
the system settings);
- Protection testing task on the basis of settings in the system.
This task represents the core of whole process of protection
testing. In case that the task is run automatically,
the decision of assessment is also made automatically
without any outside influence;
- Checking tasks.
After each manually inputted task, the operator has to make a
decision if the task has been successful or not. on entering the
next task, a time stamp is automatically generated.
That kind of operative maintenance management enables
unique, fast and reliable maintenance actions. The overview
of planned and executed actions is simple and always up to
date.
The last phase in the operative maintenance management
cycle is reporting. Because the Project Team wanted to have
the layout that fitted the specific, defined needs of Elektro
Ljubljana, an agreement was made with the solution provider
to generate bespoke reports.
