Our point will be made clear if we proceed to consider the matter according to our normal method of analy-sis. Just as, in all other fields, a compound should be analysed until we reach its simple elements (or,in other words, the smallest parts of the whole which it constitutes ), so we must also consider analytically the elements of which a city is composed. We shall then gain a better insight into the way in which these differ form one another; and we shall also be in a position to discover whether there is any kind of expertise to be acquired in connection with the matters under discussion.
