More study, however, is required on this treatment and its processing as waste. The record shows that 4,720,790 m3 of treated water are discharged to the adjacent Williston Lake. The input use of groundwater as a ‘‘free good of nature’’as well as the ‘‘free’’ output of treated water into a local lake represent two areas where costs through royalties, charges, or licence fees may arise in the future. The energy for pumping as well as the maintenance of the equipment should also be documented.
