Even less countries were able to report on spending incurred at the level of primary care facilities and clinics, even though this represents a crucial aspect of mental health service provision in the community. Based on this reduced sample and the incomplete data that countries were able to provide. Gure 3.1.1depicts median government mental health spending per capita for countriesat different levels of income. Expenditure levels in low, lower-middle and uppermiddle income country groups is very low (less than US$ 2), and falls far below levels estimated for high-income countries (over US$ 50 per head of population). As shown in Figure 3.1.2, much of the reported expenditure is allocated to inpatient care, and to mental hospitals in particular.
