Despite outward appearances, he is not a malevolent character. He is charitable and tells the survivors about the Wendigos despite having a vendetta against the Washington Family. He is adept at hunting the creatures, which he devoted his life to. He is also savvy in hand to hand combat and wielding weapons as he is able to disarm Chris or Mike with ease.
Background
Before the events of the game, Victor's grandfather spent much of his life hunting and trapping the Wendigos that inhabited the mountain. His grandfather was unable to capture the fiercest of the Wendigos, and devoted his life to doing so. He also worked at the Blackwood Pines Hotel as a janitor before losing his job after Bob Washington purchased property on the mountain. Milgram attempted to scare the Washington's off the mountain by leaving them threats and doing whatever he could to halt the construction of their estate. He was sentenced to sixteen years in prison in 1997 before escaping, making his home in an abandoned Sanatorium and resuming his hunting.
The Prank
During the night of the prank Victor was routinely hunting the wendigo and tracked the makkapitew to a location near the Washington property. He was unable to save Beth and Hannah who were chased by creature and over the cliff. He avenged their deaths by burning the creature until it died.
One Year Later
Victor is first seen following Sam up the mountain, and taking the next cable car up to the lodge. He was present in the mining facility after Jessica's attack walking away. Mike follows him to the Sanatorium where he lives and is seen feeding his two wolves before leaving. He catches Emily while hunting wendigo in the mines and holds of the creatures while Emily makes her escape. He then enters the lodge and warns the survivors what they are up against and gives them tips on how to combat them. He aids in Chris quest to fetch Josh from the Equipment shed.
