The plan calls for doubling tourism revenue by the same year annual foreign visitors total 20 million. While the government has said it aims to see the visitor count achieved by 2020, Tourism Minister Akihiro Ota suggested Friday it may be achieved sooner.
The government plan also includes establishing a system for certifying local products as regional brands, such as by giving them a "Shikoku Brand" logo if they are produced in the Shikoku region of western Japan.
The number of foreign visitors to Japan in 2014 rose to 13.41 million and their spending grew to a record 2.03 trillion yen, helped by the yen's depreciation, relaxed visa requirements and the expansion of duty-free items in October.
While the number of duty-free shops in the country tripled to 18,779 in April from a year earlier, 12,225 of them were located in the nation's largest cities and their surrounding areas, and 6,554 were outside those areas.
