The potential for wetting of the soils was not well defined by the initial investigation and design.
Although groundwater was not encountered during the initial investigation, it should have been
recognized that water would be introduced into the soil after construction and site development. In addition to on-site water sources,
it is not uncommon for development on adjacent or nearby properties
to introduce water to the subsurface. Furthermore, groundwater
can travel along the dipping bedding planes to deep depths. The
maximum depth of wetting in dipping bedrock areas must be
expected to be deeper than that in areas with flat-lying beds.
