The ANRM
component got off to a slow start due to disorganization and limited technical direction. It was slow to
disburse due to the lack of activity. Delays in the arrival of the international technical advisor did not
help. Implementation picked up around the mid-term but it remained weak. By end of project,
beneficiary coverage was still limited, female participation was low and uptake of the recommended
technologies did not extend beyond the small number of direct beneficiaries (see table 1). Extension
activities were too diverse, with many activities focused on the lowlands rather than the uplands where
shifting cultivation had been practiced.). Its main achievements were support to maize cultivation and
expansion of paddy rice cultivation in the lowlands.t
