There have had many critical problems and crises in Thailand, any autonomous public university should be the ‘change agent’ or a part of social change and development.
Anyway, the research has indicated any autonomous public university could not absolutely be the leader of social responsiveness, responsibility, and development.
So, these should be improved or developed by some public management innovations, such as check and balance mechanism and other innovations22 including:
1. Benchmarking
Benchmarking is a systematic process of pursuing “the best practices”, “creative thinking”, and “effective operational processes”. It can increase better organizational outputs and performance. By studying and making researches “the best practices” from other organizations then applying for better organizational operations.
2. Reengineering
This innovation concentrates on organizational processes for radical change, from old to new processes. Its results are cost reduction, better and speedy services.
3. Total Quality Management
This innovation is a kind of quality management that concentrates on organization-wide working atmosphere improvement. Employees and customers can get involved in most activities of the organization, continuous improvement for better quality and competitive advantages.
4. Team Building and Management
Effective teams produce results far beyond the performance of unrelated individuals. This is a strong innovation/strategy applied for responding changing environments, including multiple decision-making, mutual development, and task forces.
5. Ethical Behavior Development
Ethical behavior development programs or projects should be set up in all countries because these are very necessary to develop organization and administration in every autonomous public university.
