Even though experts provided suggestions about developing public
communication effectiveness by adjusting the support structure for career
growth of public relations officers and reconsideration of organizational
planning for more flexibility, the experts still did not provide detailed
suggestions for implementation. However, the research results coincide
with previous studies that motivation can be created from a structure
because employees usually want advancement and a better position in the
organizational ladder (Samibat, 2009). This is also consistent with
Weather & Davis (1985) and Sudsuk’s (1991) findings where they
concluded that bureaucracy creates task retardation and lacks the ability to
quickly respond to a situation.
