The objective of this research are 1) to examine the relationship between of subordinates’ satisfaction and communication behavior of the superior, 2) to examine the relationship between their satisfaction and the communication climate and their self-development. Four hundred samples were divided into 186 civil servants, 94 government employees, and 120 permanent staff working in the Department of Highways. The sample were being selected by using random sampling proportion The survey was tabulated and analyzed by using Pearson Correlation.
