Abstract
The purpose of this research is to study the source and use of Pathumthani 1 rice variety
and the certification system of multiplication seed of this rice variety. It is found that farmers use
high seed rate i.e. 27.7 kg/rai while the recommended seed rate is 15 kg/rai (1 rai = 1,600 sq.
m.). Most of the farmers (76.3%) usually get their seeds from general seed shops which 87.5%
of them are inferior in seed quality. Rice farmers then confront with reliable seed source. All
farmers agree that marketable seeds should be controlled by: a) certification of standard of
seed production (59.5%); b) law enforcement (20.7%); and c) using both a) and b) (19.8%).
Similar data also gathered from seed merchants which were referred by rice farmers. Most of
them were legally involved in seed business (83.3%). However, 58.3% of their marketable seeds
are not acceptable to seed standard. The majority of them (87.5%) agree on the control by: a)
certification of standard of seed production (50.0%); b) law enforcement (33.3%); and c) using
both a) and b) (4.2%). Data also collected from seed producers who were related to supplying
the seeds to seed shops. Seeds out of their production line were 78.3% applicable to seed
standard. The majority of them (95.7%) agree on the control by: a) certification of standard of
seed production (76.6%); b) law enforcement (8.5%); and c) using both a) and b) (10.6%).
The research team has drafted the procedure for certification of Pathumthani 1 rice
multiplication seed production which based on the methods of Rice Department and ISTA seed
