The international accessibility of Southeast Asian hubs can be evaluated at two different levels: within the region and at a broader global level. To examine intraregional accessibility, Shimbel indices (Werner, 1968; Taae et al., 1996) were computed by measuring the number of network segments necessary to connect every international gateway in Southeast Asia (e.g., any city with any international flights) with each of the five major regional hubs. Each nonstop flight was counted as one network segment, and the total number of segments required to connect each hub to every international gateway in the region was compared to the minimum possible (i.e., if all the cities were connected by nonstop flights).
