means that you may be able to reach most—but not all—area residents using telephone numbers.
Less affluent households are especially likely to lack telephone service. If your community has
large proportions of low-income households, you may want to consider an alternative or
supplemental strategy for contacting these potential respondents to ensure that your research
findings are representative of the local population
