เผาด้วยความร้อนสูง took place in a refinery unit close to a storage area of 7 tanks loaded with gasoline. The origin of the accident was an electric failure which originated a release of gases (butane and others) which found an ignition source and the deflagration started. In the accident, 9 workers died and several others were injured. This accident meant a change in the process hazard analysis conception and boosted the introduction of HAZOP studies in the industry.
Accidents such as those just described tend to act as sharp shocks in research activities and generally motivate shaping new legislation, which should lead to safer and better practices in chemical industries. In the case of Spain, this trend was observed especially in the case of the Alfacs accident. However, as explained in the following points, the reaction to this event took some time to materialize both in terms of research activity and the emergence of new laws and regulations.
