In 2000, United State was established The Office to Monitor and Combat Trafficking in Persons in accordance with the Trafficking Victims Protection Acts (TVPA), Minimum Standards for the Elimination of Trafficking in Persons, together with their partners working under the 3P paradigm: prosecuting traffickers, protecting victims, and preventing trafficking. They have created the Trafficking in Persons (TIP) Report to advance anti-trafficking reforms, fight with trafficking and to target resources on 3P programs; this TIP report is also using by international organizations, foreign governments, and other non-government organizations too.
Trafficking in Persons Report divided in to 3 Tiers and place each country onto one of these 3 Tiers based on their governments’ efforts to meet the minimum standards in eliminates trafficking which Tier 1 is the highest rank and Tier 3 is the lowest. The definition of these 3 tiers according to Trafficking in Persons Report (2014) are “Tier 1 is ‘the Countries that are fully comply with the TVPA minimum standards’, Tier 2 is ‘the Countries that don’t fully comply with the TVPA minimum standards but showing efforts to bring themselves to meet with those standards’ and Tier 3 is ‘those who aren’t interest in making efforts to comply with the minimum standard’; the conditions which making Countries who were in Tier 2 fall down to Tier 3 are: the number of victims are increasing, failure to provide evidence of increasing efforts to fight with trafficking from the previous year and the commitments by the country to take additional future steps over the next year.”
Thailand is one of those who were downgraded from Tier 2 to Tier 3 after many Human Trafficking incidents which a lot of them are prostitutions related since Thai girls and Thai femboys are very famous around the world. Thus, these are reasons of many tourists are coming to Thailand for sightseeing making Thailand are well-known as “sex country” is something we can’t denied. Also the business that relate to these girls are sure popular in Thailand such as : Go-Go bars and Cabaret shows, while these business are popular the number of victims who were forced or conceived to work in these line of job are increasing too. The fact that these type of business are very successful in Thailand’s tourism and the government avoided to take actions in helping those victims is probably the main reason of losing the place in Tier 2.
