This article reports on the status of private tutoring in South Korea in relation to expansion of public education. Expansion of public education in developing countries usually results in fiscal problems within the school system, including lower teacher salaries, poor facilities, and a lower quality of education. Many families look to private tutoring to help make up the difference in quality. There is some concern that private tutoring can also result in problems. The article notes that South Korea has a high rate of private tutoring that continues to increase in spite of an increase in government expenditures for public education
