Technical difficulty
One explanation is that they could just be technically easier or harder to do. This could be a
“geek issue,” in other words. You need a fantastically good bunch of engineers and a CIO to
make the enterprise stuff succeed. You really don’t need as much technical competence for
the other two categories. There’s a little bit of truth to that but actually not a heck of a lot.
The functional IT just tends not to be very difficult to put in place.
