Second, catfish farmers worked through their congressional representatives to increase inspections of fish from Vietnam. Given the food scare, emotions helped gain support. The Food and Drug Administration(FDA) has long been in charge of the safety of overseas food, but has had little budget to check the safety. Less than 2 percent of U.S. imported seafood shipments get inspected, as opposed to about 20 percent in the European Union. The congressional debates did generate a suggestion to upgrade inspection of all types of imported fish, but it was not well received.
